The butt of this joke is pretty clear. As a farmer, you have your constituents in the soil, and pigs can often eat like politicians looking for a vote. Coincidentally named, a pork barrel is a metaphor for the appropriation of government funds for localized projects secured primarily to bring money to a representative's district. These pigs fit the bill.
